Andrew Gibson has more than 12 years experience of using critical path based analysis techniques for the quantifying of delays and extensions of time on building and engineering projects.

Prior to joining Gibson Consulting, Andrew provided assistance to appointed experts on numerous disputes including the new British library, a large military airbase in Bahrain, a large commercial development in Singapore, a nuclear facility in England and a major power station in England.

Additionally Andrew has also been involved in a number of other disputes providing programme analysis as part of small teams including a waste water treatment plant in Egypt, a major road tunnel project in South East England and the fit out works at Heathrow Terminal 1.

Andrew has also provided companies with in house IT training as well as providing IT support and solutions on numerous major jobs.

As part of various small teams Andrew has also had sole responsibility in planning, programming and time related issues in the preparation of reports. This has included a major defence facility in England, a major road bridge in Scotland and two new rail stations in Hong Kong. Recently Andrew has bee seconded to one of Hong Kong’s largest contractor’s to provide advice and analysis for their time-related disputes.

Andrew has a detailed working knowledge of a large number of planning software packages including Primavera, OpenPlan, Hornet, MS Project and PowerProject. In addition Andrew has a detailed knowledge of all major computer software packages.

• For a sub-contractor engaged on the design and installation of metal suspended ceilings at two large underground railway stations on the new Lantau and airport railway lines in Hong Kong. The concept architectural requirements for the stations called for bespoke design, manufacture and erection of complex ceiling types of approximately 40,000m² in each station. Andrew formed part of a small site team appointed to carry out a thorough analysis of the works and prepared final account incorporating re-measurement, variations and claims comprehensive claims for recovery of additional costs. As part of the appointment Andrew carried out a detailed examination of the progress of the works and prepared documented applications for extensions of time. The dispute has settled.

• For a Korean contractor who was involved in the design and construction of a large cement plant project in the Middle East, Andrew Gibson closely assisted the appointed expert on planning, programming and time related matters.

• For a Middle Eastern Government, in arbitration with a contractor, Andrew Gibson assisted the appointed expert for planning, programming and time-related issues. He was involved in a very detailed extension of time and prolongation analysis in defence of claims amounting to $236m. Andrew also attended numerous experts meetings to provide on hand assistance to all attending experts. During the course of the proceedings, due in a large part to the investigation and analysis, the claim values diminished. The final award to the Contractor including interest was just over $10m.

• For a large sub-contractor installing a mechanised document storage system within the British Library, Andrew Gibson assisted the appointed expert for planning and time related issues. After carrying out our detailed analysis and providing the groundwork for the Experts report, the dispute settled.

• For a major UK Plc who were re-establishing their corporate headquarters in London and who discovered substantial defects in the building which was in breach of the warranties given by various parties, Andrew Gibson assisted the appointed experts for both planning and quantum. Andrew assisted in both producing a complete Scott Schedule itemising each defect and the cost of remedying same, and a very extensive programme and delay analysis. This dispute settled.

• For a Dutch contractor who constructed an offshore jetty in the Far East for the exportation of liquefied natural gas, Andrew assisted the appointed expert in carrying out a detailed cause and effect analysis to determine delays caused and entitlement to extensions of time. The analysis also included disruption and acceleration measures. After two preliminary hearings, the dispute settled.

• For the UK Ministry of Defence who were in arbitration with an Engineering Contractor constructing the services installation in a nuclear waste processing facility, Andrew assisted the appointed expert on planning and programming issues. Andrew assisted in undertaking a complete programme analysis that consisted of analysing the delays that occurred on the project and identifying the causes of delay. The dispute settled after a few weeks into the hearing.

• For an American subsidiary of a British Water company constructing a design and build waste water project in Egypt, Andrew Gibson provided assistance to the appointed expert and formed part of a team providing analysis of delays and entitlement to extension of time. After the initial hearings, the dispute settled.

• On a Middle Eastern oil gathering and expert project valued at $400m, Andrew formed part of a team retained to undertake the identification of delaying and disruptive events and an analysis of the effect of those events on the contractor's programme and costs. The dispute settled.

• For a contractor who constructed a five star luxury hotel, apartment and retail complex in Dubai, Andrew assisted in undertaking a retrospective programme analysis setting out the contractor’s entitlement to extensions of time and an analysis of disruption issues and their effects.

• On a fully let speculative office block which had very substantial defects on brickwork and roofing, Andrew formed part of a team appointed by the contractor to produce a complete remedial works method statement and estimate of cost to remedy the defects. The dispute settled.

• For a contractor carrying out alterations, fitting out and construction of extensive new facilities at an airport, a the contractors request, Andrew formed part of a team appointed to carry out an internal investigation into delays and cost overruns experienced on the project.

• On behalf of an international financial institution, who were in arbitration with an international contractor who constructed a large multi-storey complex in Singapore, Andrew provided assistance to the appointed expert on planning, programming and time related issues. As part of a small team Andrew carried out a detailed cause and effect analysis on delays and entitlement to an extension of time. The action settled.

• For a leading UK firm of quantity surveyors, Andrew provided training and assistance in the appointed Project Management Software to on site teams at two major London railway stations.

• For a major UK Contractor in arbitration, faced with a multi-million pound delay and disruption claim from a specialist sub-contractor on a £100m office building complex, Andrew provided assistance to the expert appointed for programming issues on behalf of the Respondent. They analysed the Points of Claim and advised on the strengths and weaknesses of the Defence and Counterclaim. They also compiled an "as-expended" resource schedule in order to determine the probable effect of alleged delays.

• For a UK public authority presented with a £5 million delay and disruption claim from an international civil engineering contractor who constructed a £22 million Sewerage Treatment Works, Andrew formed part of a small on site team assisting the appointed programme expert acting for the Respondent authority analysing the claims as submitted by the contractor.

• For a national contractor in arbitration with a services sub-contractor in the upgrading of a rail station in London, Andrew assisted the appointed expert on time related issues. Working closely with the contractor, Andrew was responsible for producing a detailed schedule of progress from the various project records, and carrying out an initial detailed programme analysis. The arbitration settled.
